Für alle in der Verwaltung befindlichen Liegenschaften (SILB, SODA, Anmietvermögen, Treuhandvermögen sowie aufgrund sämtlicher Geschäftsbesorgungsverträge) im gesamten Berliner Stadtgebiet soll ein Abschleppunternehmen im Rahmen einer Konzessionsvergabe gebunden werden. Das Abschleppunternehmen soll Besitzstörungen durch widerrechtlich abgestellte Fahrzeuge beseitigen. Die Leistungen erfolgen im eigenen Namen, auf eigene Rechnung und auf eigenes wirtschaftliches Risiko des Betreibers.
